: For the students to be successful in their studies and future profession, it is of utmost importance to be English-language proficient. This is necessitated by the fast developing world of science and technology which uses the English language to introduce the latest improvements that are made all around the world. One of the first encounters of the students with the concept of 'English for Science and Technology' is in the ESP classed at the universities. The above clarifies the significance of well designed ESP courses that are based upon a systematic and detailed needs analysis. In line with the above, this study probed the perceptions of senior engineering students, the university professors and the employees (as the three groups of study participants) regarding the English-language needs of the students. By means of semi-structured interviews, the study also explored the opinions of a randomly selected number of university professors regarding the status of ESP in Iran. For data collection, three types of questionnaires addressed to each study group were administered to the total of 150 participants (50 in each group). The survey data were analyzed by SPSS, thus producing descriptive statistics so as to highlight the main items that were perceived as important in the students' present and target situations. With regard to the language skills, the findings of this study indicate that 'Reading' was perceived to be the most important for emphasis in the ESP courses. 'Writing' also merits special attention, since it was considered as a neglected skill in the design of the ESP courses in our universities. Translation, Official letter writing, Understanding graphs and tables and Writing project reports were considered to be the essential educational tasks. The results of the interviews with the teachers revealed that they have somewhat negative opinions about the effectiveness and the quality of the ESP courses. Plausible explanations about the common themes of the interviews are presented in chapter four.Recommendations, implications, and suggestions for future research are also discussed in the final chapter. The study sheds light on the importance of conducting a systematic Needs Analysis which will serve as the basis of any ESP courses design and materials development..
