Summary or Abstract : در این تحقیق وضعیت تاریخی و جغرافیایی کشور آذربایجان از دیدگاه ایرانیان و غرب مورد بررسی قرار گرفته همچنین بررسی بحران جنگ قره باغ و دیدگاه قدرت های مطرح منطقه ای و فرامنطقه ای در خصوص این بحران نیز مورد بررسی قرار گرفته است. به طور کلی می توان گفت که سیاست خارجی آذربایجان در حیطه روابط سه کشورآذربایجان، شوروی، ایران با سه قدرت منطقه ای هم مرز با آن یعنی ایران، روسیه، ترکیه مورد بررسی قرار می گیرد. می توان گفت که کشور آذربایجان در زمان حیدر علی اف به گسترش روابط خارجی خود با سایر کشورها و شکل دادن به یک سیاست خارجی متوازن روی آورد و در نتیجه این سیاست خارجی، گسترش روابط با کشور آمریکا، روسیه و حتی جهان اسلام در سیاست خارجی آذربایجان مد نظر قرار گرفته شد
: In generally Azerbaijaniبs foreign policy historically been defined by its relations with the three regional powers on or close to its borders: Iran, Russia nad Turkey.Mutalibov was widely regarded as being controlled by the Soviet, and latter Russia authorities but in the Elchibei era we can see the decreased the relation between Iran and Azerbaijan because of the pro-Turkish , anti Iranian and anti- Russian polices in these period. Elchibei regarded Turkey as Azerbaijans's chiefally. Elchibei was influenced by pan-Turkic ideology and favored the cultivationon relations with Turkey, at 'the expense of relations with Iran and Russia.Aliyev abandoned Elchibeiبs pro-Turkish, anti-Russian orientation, seeking instead to strengthen ties with Iran and with Russia.Looking back at the past decade of independence, one can say that Azerbaijan feels the necessity to conduct a balanced foreign policy. Tilting towards either Russia or the US or the Islamic world may cost Azerbaijan its independence or sovereignty. At the same time, Azerbaijani leadership cannot ignore the difficult and complex geopolitical and geographic situation in which Azerbaijan finds itself.Making a sharp turn towards the West and NATO, as the neighbor Georgia does, can anger Russians and result in the deportation of close to150, 000 million Azerbaijani citizens that reside and work in Russia. Turning back into the dependence on Russia, like the other neighbor Armenia does, will mean that the great human sacrifices of the independence movement were in vain and that Azerbaijan is doomed to be Russiaبs puppet and stay away from the European integration. Aligning with the Islamic world will anger Americans and Europeans, which are the primary force behind the investments in Azerbaijan. Iran has to consider the presence of Russia and Turkey in order to form its relation with the Caucasus countries such as Azerbaijan Following the collapse of the USSR, relation with the USA also came to play an important role. The role of Israel is not so important in the south Caucasus which Iran wants to consider it as a serious threat. Although the US presence in this region and the pipeline issue can be as a factor for decreasing the role of Iran in these region but Israel factor is not so important.Now developing relations with Islamic Republic of Iran is among the major objectives of Azerbaijans' foreign policy. Azerbaijan and Iran share long history of neighborhood and cultural ties. Large ethnic Azerbaijani population of Iran is an important factor in bilateral relations. Iran is a significant trade partner for Azerbaijan and facilitates Azerbaijanبs access to the otherwise isolated Azerbaijani territory of Nakhchevan. Resolution of the Caspian delimitation issues on the basis of International law will enhance further development of Azerbaijans good neighborly relations with Iran in all spheres of mutual interest..
