Summary or Abstract : New York State has recently adopted new learning standards, new and different forms of student assessment, new mechanisms for the public reporting of student performance, new teacher certification requirements, and new, more stringent high school graduation requirements. This study is set in the context of this total restructuring of New York's public education system. The purpose of this study was to examine the role and degree of optimism in planning for school change and innovation focusing on New York State District Instructional Administrators (DIAs).
