Summary or Abstract : Using a causal-comparative research design, this quantitative study evaluated the Richmond County Special Education Program through an assessment of the proficiency gap between K-12 students with and without disabilities on state tests. Study data consisted of disaggregated standardized test results published in annual Office of State Achievement (OSA) report cards as percentages of students with and without disabilities in Grades 1-11 classified as: passing, meeting, or exceeding standards and not passing or not meeting standards. Two measures of central tendency (mode and mean) were used to compare performance of the two groups of students on the Criterion Referenced Competency Tests (CRCTs), Middle Grades Writing Assessment (MGWA), Georgia High School Graduation Tests (GHSGTs), and the Georgia High School Writing Test (GHSWT).
