The purpose of this study was to explore the types of California community college campus policies, procedures, and practices designed or used to restrict faculty classroom speech and to determine whether these institutional restrictions were consistent with current constitutional, legal and/or academic freedom principles applied to higher education. The study also sought to identify prohibited types of expression and the extent to which the type of expression impacted the implementation of any speech code restriction..
