This study investigated the unique learning needs of at-risk students, and based upon these needs, developed an evaluation instrument that could be used by third, fourth, and fifth grade teachers working with populations considered at risk at a selected school site to evaluate currently available educational software.Data were obtained in several ways and triangulated. This study involved three stages of data collection and analysis: focus group, individual semi-formal expert interviews, and development, distribution, and analysis of a software evaluation instrument. Topics defined and discussed during the focus group and interviews provided a framework for the development of a software evaluation instrument. The instrument was distributed to teachers working with at-risk third, fourth, and fifth grade students at the selected school site and was distributed to graduate students enrolled in the Fall 2000 semester of Instructional/Educational Technology program at the University of Central Florida.
