Summary or Abstract : This study is a comparison of formal programs for the education of the Roma children in Germany. The Roma in Germany, ranging from long-established Sinti to recent refugees and asylum seekers from Eastern Europe and the Balkans, are among the least-educated ethnic groups in Europe and have faced pervasive discrimination in education. Each program emphasizes different aspects of minority education: language, mediation, integration and mobile schooling. The goals of the study were: (a) to compare how each program addresses issues of Roma education; and (b) to compare the programs using Rogers' (1995) characteristics of innovation that affect adoption and diffusion of the programs. Case study methodology was used with triangulation of the data through interviews, direct observations, and content analysis of documents related to the development and implementation of the programs. Results from the data collection around these four model programs show that programs that parents want and teachers see as effective are not necessarily ones that policymakers would choose to implement..
