Summary or Abstract : This study was inspired and initiated to verify the issues surrounding the problem of the existed weak vocational education curriculum presently offered at Nuuuli Poly Tech High school (NPTHS). Due to the curriculum dysfunctional programs, the majority of the NPTHS students are not well prepared for immediate entry into the world of work. Thus in May 1994, the U.S. Congress passed the Opportunities-to-Work Act, Public Law 03-239 to enhance the vocational education. Since 1994, and more specifically since 1995, there have been strong and major efforts to initiate the processing and implementing of the School-to-Work Initiatives in all states and territories that have received grants under the provisions of the act. The aims of legislation are improving the productivity and competitiveness of the nation's work force and preparing young people for rewarding and satisfying work lives. This dissertation describes the goals, objectives, essential key components, and criteria of the School-to-Work System. It analyzes the advantages and disadvantages of the Four Leading Models that are widely used by the School-to-Work Initiatives. The result of the study is the development of a proposed vocational education School-to-Work model for the vocational education students who are attending the Nuuuli Poly Tech High School in American Samoa from theoretical and practical perspectives. Finally, the results of the study will be presented to the Nuuuli Poly Tech High School..
