Summary or Abstract : One of the most difficult tasks of teachers today is the need to instruct students who exhibit challenging behaviors. Teachers frequently feel ill equipped to manage extreme behaviors while maintaining effective academic programs. Whether or not a student is eligible for special education services is often subject to local policies and norms. This study surveyed the teachers of one school district in order to gain an understanding of their perceptions regarding special education referral and eligibility determinations. The administrators of the district were interviewed in order to gain insight into policies that might influence teacher decisions about students with challenging behaviors. The district policies and procedures were also reviewed in order to gain additional insight..
