Summary or Abstract : This study compares the perceptions parents, teachers, and administrators have about bilingual education in selected South Texas public schools. Since the perceptions of these subgroups may affect the enrollment of students into the bilingual education programs, the study examined whether major differences exist in their perceptions. The knowledge of the Home Language Survey (HLS) among these 6 subgroups also was investigated as this knowledge may also affect a student's opportunity to be enrolled in an appropriate English language learning program. The questionnaires and interviews were conducted in a select group of three public school districts in South Texas on elementary campuses offering bilingual education programs and/or English as a Second Language (ESL) programs. Teachers and parents who had children in grades kindergarten through second grade were surveyed..
