Summary or Abstract : The primary purpose of this study was to identify the factors influencing the recruitment and retention of bilingual education teachers as perceived by elementary principals in selected school districts in Education Service Center (ESC), Region IV, Texas. Secondly, this study examined the relationship between recruitment and retention factors of bilingual education teachers as perceived by elementary principals in selected school districts in ESC, Region IV, Texas. Recruitment and retention factors were selected from suggestions provided from the pilot test and information compiled in the review of the literature. The literature review was organized into seven categories: history of bilingual education, bilingual education teacher shortage, bilingual education teacher recruitment, bilingual education teacher attrition, bilingual education teacher retention, models of recruitment and retention, and bilingual teacher education programs..
