Summary or Abstract : Welfare caseloads have declined dramatically since the implementation of welfare reform in 1997. However, many former recipients still struggle to make ends meet, continue to live in poverty, and are marginalized in a variety of ways. This study focuses on the relationship between women's welfare receipt and the pursuit of post-secondary education in the context of Illinois' welfare policy allowing recipients to count post-secondary education as a "work activity." This study examines factors traditionally thought to contribute to "access" to education and explores previously unexamined ways that welfare policy, education policy, and community and family-systems interact with individual strengths and barriers to contribute to recipients' higher education participation. A primary goal is to understand, from the standpoint of women with experience in the welfare system, how different women living under similar policy conditions create unique experiences of welfare and higher education..
