Summary or Abstract : Local Boards of Education in the United States may act as the combined legislative, executive, and judicial functions of government in its decision-making capacity. The tension between providing students with First Amendment rights and maintaining an orderly school environment is a fundamental issue of board governance. Further, the governing board has a responsibility to promote a commitment by students to their community and to local values, illustrating the need to balance law and community values in forming policy for the adoption and removal of books in public school libraries.
