Summary or Abstract : The purpose of this study is to provide an in-depth examination of at-risk students' visظ--vis their non-labeled peers. Beliefs about who at-risk students are, and what their programming needs are, and the presence of essential programs and services for these students can reveal biases and assets present in today's school. This study addresses two research questions: (1) What are the teacher-ascribed characteristics and attributes of at-risk learners and not at-risk learners? (2) What do educators regard as the most important educational practices for effectively educating at-risk and not at-risk learners?Knowing how today's educator's view the at-risk population in relationship to the non-labeled students may help to identify areas in need of intervention and assets that can serve as building blocks in developing more effective educational programs for this vulnerable population. More specifically the results of this study will help school districts better understand how educators characterize (1) at-risk and not-at-risk students and (2) the elements of schooling and the learning community most important in meeting the needs of both groups of students. With the results from the study, schools may develop or modify current programs/curriculum to meet the needs of the at-risk population..
