Summary or Abstract : The building of good character in today's society is essential for our nation to remain the leader in this global economy. Character education involves formalized instruction in honesty, empathy, trust, cooperation and respect (Fertman & Linden, 1999). The observation of the behavior and the character of students by administrators and teachers provides a better understanding and opportunity for character to be incorporated into the school environment through modeling. The purpose of the study was to determine the perceptions of administrators and teachers and to see if the No Child Left Behind legislation is having a positive or negative impact on students in terms of character building.Seventy-six middle school administrators and teachers were involved in the study and completed an open-ended questionnaire which provided the researcher with the data necessary to answer the research questions established in this study. In addition, five teachers from the public and Catholic schools participated in follow-up interviews.The participants were from two public school districts located in Southeastern Pennsylvania where the perceptions of public school administrators and teachers were compared to the perceptions of administrators and teachers from Catholic schools within the same geographic region. With 58 of all participants believing that character education is no longer a priority, they have chosen to be more creative in demonstrating good character. The administrators and educators in the Catholic schools have a distinct advantage since the legislation is not mandated in their schools. The conclusion drawn by the researcher suggests that participants involved in the study were concerned with the No Child Left Behind legislation and its impact on both educators and students. Less time is spent on formal character building resulting in negative outcomes for both students and their communities..
