Summary or Abstract : Rural community colleges are expanding Internet-based distance education offerings, and they are facing unique challenges in this technology-based field. The purpose for conducting this study was to explore the faculty and administrators' perceptions of the Miller and Husmann Holistic Model of Program Ecology for Distance Education Programs with the intention of gaining an understanding of each group's functions in the process of developing online education in a rural community college. The research was intended to be useful to administrators and faculty members implementing and/or expanding online offerings in the rural community college setting. The study identified research-based recommendations to facilitate the improvement of institutional planning, financial allocation, curriculum design, and faculty and student support.Research was interpreted and analyzed through descriptive methodology utilizing survey data. All major components of the model were perceived with agreement. The participants' perceptions and values were examined to provide a framework for continued improvement of the processes for expanding and developing online programs and course offerings in a rural community college.In view of the survey data, the holistic model would be a useful tool in the planning, implementing, and evaluating process for Internet-based distance education at the case study institution. The study findings support varies actions including the recommendation of immediate action in the areas of student and faculty support including the implementation of a faculty reward system for teaching Internet-based distance education courses, the implementation of technology training for faculty and students, and the overt and continued administrative support of the Internet-based distance education initiative..
