Summary or Abstract : Rural talented and gifted (TAG) students are typically underserved due to geographic isolation, inadequate financial support, and ineffective programs. The alleviation of this problem would improve educational services for TAG students. The rationale for the project was the need to improve rural high school TAG programs. This doctoral study was based on Cronbach and Snow's aptitude-treatment interaction theory and Sternberg's triarchic theory. The research question explored whether the target school effectively served the needs of TAG students and addressed the gap in the literature concerning the effectiveness of TAG programs in rural high schools. The project evaluation included a summative cross-sectional quantitative survey design that measured key attributes of TAG programs: family involvement, individualized instruction and overall TAG program effectiveness. Analysis of the survey data utilized descriptive statistics. The analysis of the survey data resulted in a mean score of 1.54 for overall effectiveness, 1.83 for family involvement and 1.79 for individualization of instruction. Mean scores from all attributes fell well below the predetermined attribute effectiveness cutoff score of 3.0. The resulting project included the creation of Talented and Gifted Education Plans (TAGEPs) for rural high schools and a staff development program on differentiated instruction so that teachers could effectively teach TAG students in heterogeneous classrooms. Implementation of the project will result in positive social change by providing improved services to TAG students at the target school and in other rural high schools that implement the project. Project implementation may also result in increasing the TAG students' academic potential and thus their possible future contributions to society due to the alignment of educational services and their instructional needs..
