Summary or Abstract : The development of successful public policy is dependent on an understanding of public perceptions of existing or anticipated public problems and of acceptable solutions to those problems. This study used the Policy Delphi method to solicit and analyze the perceptions of geographically and demographically diverse stakeholders across the state about education reform in Colorado, focusing on Goals of education, Strategies to achieve goals, and Barriers that stand in the way. Results indicated that stakeholders in Colorado perceive a lack of support for education at the legislative, social, professional, and financial levels. Additionally, respondents were clear that post-high school preparation must emphasize both work-readiness and college-readiness and students must be treated as individuals within the education system. The development of critical thinking and problem solving skills was seen as essential in instructional reform, which may be hindered by the current emphasis on standardized testing. These findings indicate that the development of public policy in education should first focus on building foundational support before specific functional or structural reforms, and illustrate the priorities held by the public in terms of public policy and education reform, i.e. post-secondary preparation in many forms, individual rather than uniform instruction and program design for students, and development of critical thinking and problem solving skills. These findings are useful to clarify policy issues and inform the development of effective and palatable public policy around education reform in Colorado..
