يادداشتهاي مربوط به خلاصه يا چکيده : ‭In today's world, large cities or metropolises have special importance in formation process of economic, social, cultural, political and technological progresses. They also became the dynamism, production and economic development focuses in current world. Despite being a global metropolis, Tehran could not be one of the world's capital cities regarding massive network of capitalism (accumulation ofmassive investment and trading activities,corporations of professional services, world banks, international equities, and finally concentrated centers of command in global companies,offering products and global innovation). This city also could not touch the time and place such as Singapore, Kuala Lumpur, Dubai. Today, improving the business environment can be considered as an economic strategy. According to some experts, this strategy is complement and even prerequisite of the privatization strategy. They believe that removing the barriers to private sector or improving the business environment, should be replaced by privatization. Mainly, the soul of this non-interference strategy of government is based on favorable environment of business, innovation and entrepreneurship forpromoting of the economy. This research is seeking for strategies relied on "innovation" as a local resource which is capable of investment and propagation in order to be effectivein business environment of Tehran. This study is aimed to answer three questions in theoretical and practical areas:First)What is the role ofstrategic management of innovation in business environment? Second) Which tools could be used to promote the economic position of metropolitan Tehran? Third) What are the strategies to advance the economic position of metropolitan Tehran? To answer these questions, attributive methods in theoretical area and quantitative .qualitative method (using questionnaire, interview and performing common strategic management techniques.SWOT. and Canvas model for analysis and data Classification) are used in practical part. Result of the study suggests the conservativestrategies according to current situation of Tehran about strategic issues in business areas. It also emphasizes on substantive solutionsand regarding presented strategies, It replaced optimal usage of presentedopportunities using help of developing soft wares (public demands, law regulation, internalsurveillance, making economic benefits and the market of innovative products) by emphasis on increasing centers of growth and innovation‬
